Proof of Address for Wise, Payoneer, and Banks: Why the Same Document Package Is Not Accepted Everywhere

The client has a lease agreement in their own name and an extract from the property registry. Wise may consider the lease agreement as proof of a personal address, Payoneer may ask for it to be supplemented with a utility bill, while a bank may request a document from its own list. The same package produces different results because services verify not only whether an address appears in a document, but also its connection to a specific individual or business.

Therefore, before arranging proof of address, it is important to determine exactly which address needs to be verified and which document the recipient is prepared to accept for this purpose. Selecting a property and assembling the document package after answering these questions is usually easier than redoing the documents after a rejection.

Which Address Is Actually Being Verified

For a personal account, the service may require the account holder’s residential address. For business verification, the issue is more complex: there is the company’s registered address, its actual place of business, and the personal address of its representative. Sometimes these addresses coincide, but they should not be treated as interchangeable.

For example, Wise asks personal account holders to provide the address where they live. With Wise Business, the service collects information about the company’s registered and trading addresses; to verify its place of business, it may request a lease agreement, utility bill, or bank statement. A document showing the director’s home address does not always confirm the company’s address, while a company registration extract does not become proof of the director’s residence.

Even the phrase «address verification» in a notification may not provide enough guidance. The request itself should be reviewed: does it refer to a residential address, registered address, or trading address, whose name must appear on the document, and which address is already recorded in the profile?

Why a Lease Agreement May Be Accepted by Wise but Not Satisfy a Payoneer Request

Services publish their own lists of acceptable documents and requirements. Wise includes a lease agreement among the possible documents for verifying a personal address. However, it must contain the address, the names of the tenant and landlord, the signatures of both parties, and the start and end dates of the lease. A valid agreement that is missing one of these details may be unsuitable for a specific verification.

Payoneer describes a different combination in its published guidance for proof of residence. If the client submits a lease agreement, the service asks for a utility bill no more than three months old in the landlord’s name to be attached. In this scenario, an agreement without the bill is an incomplete document package, even if the agreement itself has been properly executed.

A bank may apply a different list of documents, validity periods, and formatting requirements. Some institutions accept lease agreements, while others prefer a recent utility bill or bank statement. Therefore, the fact that the recipient is a «bank» does not make it possible to determine a universal document package in advance.

Verification Main Question Before Preparing the Documents
Wise Personal Account Does the lease agreement meet the requirements regarding the parties, signatures, address, and lease term?
Wise Business Which address is being verified: the registered address or the actual place of business? In whose name must the document be issued?
Proof of Residence for Payoneer Is a recent utility bill in the landlord’s name required together with the lease agreement?
Bank Account Does the specific bank have its own list of documents and requirements regarding translation and the date of issue?

Published rules are useful for a preliminary assessment, but once verification has already begun, priority should be given to the request shown in the account or the message from the verification team.

What a Document Package for an Address in Georgia Confirms

A lease agreement for a real property connects the tenant to the address specified in the agreement and establishes the period during which the tenant is entitled to use the property. An extract from the Public Registry of Georgia confirms information about ownership of the property. If the landlord is identified as the owner in the extract, the documents complement each other: one shows the relationship with the client, while the other provides information about the property and its owner.

For certain properties, it is possible to provide a utility bill. It may be required when the recipient requests a second document together with the lease agreement, as in Payoneer’s published example. In this case, it is important to check in advance the period for which the bill was issued and whose name it must be in.

A registry extract does not automatically replace a utility bill. These are different documents issued by different sources and confirming different facts. If the service requests a utility bill, it is necessary to clarify whether it will accept a registry extract instead; a positive answer should not be assumed.

Why a Real Address May Not Be Enough

A financial service assesses more than just the quality of the documents. For a personal account, it may verify where the person actually resides; for a business, where its activities are carried out. In addition, identity, company registration, its owners, and the availability of the required features in the relevant country are verified separately.

Wise, for example, distinguishes between proof of address and proof of the right to reside in the country associated with the account. For the latter procedure, it may request a government-issued document. A lease agreement and a property ownership extract do not satisfy this separate request.

Therefore, a lease in Georgia should not be used as a way to state a country of residence that does not correspond to reality. If a person actually lives elsewhere, they should first clarify which address they are entitled to enter in their profile and which document is required to verify it. Similarly, having a lease agreement for premises does not in itself prove that a company conducts business there if the service is specifically verifying its business address.

Even suitable proof of address does not guarantee that an account will be opened or that all features will remain available. It addresses only one part of the verification process, while the final decision remains with the service.

What to Ask Before Arranging a Lease

To select a document that matches the actual request, save the message from the service and check:

  1. Account type. Is it opened for an individual, an entrepreneur, or a company?
  2. Type of address. Is it necessary to verify a residential address, business address, or business registration address?
  3. Name on the document. Must the document be in the name of the account holder or the company, or is a document in the landlord’s name acceptable as part of the package?
  4. Additional requirements. Is the lease agreement sufficient, is a utility bill required, and how recent must an acceptable bill be?
  5. Submission format. Is the document accepted in its original language, is a translation required, can multiple files be uploaded, and are all pages required?

If a utility bill is required, this should be determined before selecting the property: a utility bill is not available for every address. If the service accepts a lease agreement without an additional bill, selecting a property solely on the basis of utility bill availability may not be necessary.

Wolja Digital helps arrange a lease agreement for a real property in Georgia in the client’s name and provides an extract from the Public Registry confirming ownership of the property. A utility bill is available for certain properties. Before selecting an address, we review the requirements of the specific service or bank to determine the necessary document package without promising a verification outcome that ultimately depends on the recipient.
